Cluster is a mobile photo-sharing app. A user creates a Cluster by adding a set of photos that about an event or topic. After tagging other people who were present for that event, a notification is sent to the group letting know the Cluster has been created. At that point, anyone who was tagged in the Cluster can contribute photos to the album.
